(Portland) Mayor Bassett, surrounded by a cadre of Metro and Hastings security forces, shocked Portland when he announced that he was suspending the Oregon Constitution and disbanding the city council. Immediately after his announcement Metro security personnel moved to detain several city council persons that were present at the press meeting. Citing growing anti-Enclosure sentiment among the rank and file at city hall and the growing violence from citizens protesting Enclosure activities, Mayor Bassett said that he was declaring martial law until a time when "lawlessness has ended and the city is safe within a polymer dome."
Metro and Hastings security forces continue to clash with demonstrators across the city, including a brazen invasion of city hall last week. The Mayor and several of his close aides have received numerous death threats in the last year as the ramp-up to Enclosure activities has accelerated. Bassett appears to be mirroring Federal and State level actions such as the dissolution of the Posse Comitatus Act in 2100 which brought U.S. troops back to safeguard cities across America and the Oregon National Guard's deployment to farms and food depots around the state.
Outspoken activist group Domes for People criticized the move, pointing to the upcoming Hastings vote which could give Hastings security de facto control over Metro security forces. "By disbanding the city council, the mayor now controls the only vote in the decision and it is obvious who he favors," wrote Domes for People spokesperson Juan Biggs on his blog just minutes after the announcement. "He may as well turn over the whole damn city to [Hastings CEO Alfonso] Maldonado."
Hastings Security, owned by Hastings Group which also owns Hastings Gun Corporation, has seen its private security force swell to an estimated 5,000 personnel as people flood to Portland from all over the state, many of whom hope to be chosen for the Enclosure lottery. Most of the refugees are without homes or employment and find fast work on Hastings security force. Hasting forces are not only busy securing company holdings in downtown but are also being used to bolster Metro security - at an estimated 2,000 personnel - in protecting government offices, food storage, and Enclosure lottery centers around the city.
Governor Alexander, speaking from a safe-house at an undisclosed location in central Oregon, threw in his support for Bassett's decision. "We are facing dark days ahead and men like Bassett will be remembered more for those they saved than for those few that were lost. I urge all Portlanders to stand behind their mayor and prepare for Enclosure."
Researchers at PSU estimate that 3.5 million Oregonians will be excluded from Enclosure.
